Paul E. Conrad, USAR-AGR (Ret.)
A
1978 Distinguished Graduate of the University of
Wisconsin-Madison and Army ROTC Scholarship recipient, COL Conrad
received his Juris Doctorate degree from the
University
of
Wisconsin
in 1981. He also obtained in
2000, a Master's Degree in Strategic Studies from the U.S. Army War
College. He entered active
JAG duty at
Fort Riley,
Kansas
as a legal assistance officer and trial counsel, and then served as an
Appellate Criminal Defense Counsel before the U.S. Court of Military
Appeals and the Army Court of Military Review.
Colonel Conrad left active duty and returned home to
Wisconsin
where he served as an Army Reserve trial defense counsel, and was
appointed by the Governor as the General Counsel for the Wisconsin
Housing and Economic Development Authority.
He then went to work for the AV-rated Madison
law firm of Axley Brynnelson as a litigation associate counsel.
In 1987, he re-entered active duty as an Active Guard Reserve (AGR)
Judge Advocate officer, serving as the Army JAGC Reserve Personnel
Officer at the Army Reserve Personnel Center (ARPERCEN) in
St. Louis,
Missouri. He attended the Army
Command and General Staff Officer Course at Fort Leavenworth,
Kansas. He then served as Reserve
Assistant Staff Judge Advocate at Sixth U.S. Army at the Presidio of San
Francisco, where he served as operational and mobilization law and
ethics law advisor for the command during the Los Angeles Riots, Desert
Storm, and Big Bear Earthquake. He
then was assigned as Assistant Staff Judge Advocate to the 120th Army
Reserve Command (ARCOM), at Fort Jackson, South Carolina, providing full-time legal advice to the command, staff, and over
10,000 Reserve soldiers. From
1996-2000, he was appointed a Law Professor at the Army Judge Advocate
General’s School, Charlottesville, Virginia, where he taught all
Reserve Component related topics, including the Soldiers’ and
Sailors’ Civil Relief Act and the Uniformed Services Employment and
Reemployment Rights Act. In
2000, Colonel Conrad was selected to be the Reserve Legal Advisor to the
Chief, Army Reserve and the Office of the Chief Army Reserve, and he
served in that capacity through 2002.
Colonel Conrad completed his AGR JAG career at the Office of the
Judge Advocate General, U.S. Army, as the Director, Reserve Component
Attorney Training. Colonel
Conrad retired in 2003. He
currently works as the Ethics Attorney for the Federal Emergency
Management Agency (FEMA), which is part of the U.S. Department of
Homeland Security.
